What exactly is this exercises and what & how does it to to help improve vision?

Basically it is suppose to help you not stare - which is a bad habit. In making large movements and not "locking" on anything visually, your eyes will tend to relax. The motion itself may also help you relax, kind of like rocking in a chair.

There are a lot of ways to do it, from the long swing of turning 180 degrees, t the short swing of a letter that barely appears to move as you shift from one side to the other. And variations to help you perceive the movement.

The suppression of the perception of movement is a common aspect of poor vision, and when someone practices the swing often enough that everything he looks at appears to move slightly, his vision is improved. Practicing it helps the eyes get out of the habit of locking onto things, like bjsilva said, and the practice itself can release a lot of tension when done right.
